Outside Ideas completed three stages of the Victor Harbor Mainstreet Upgrade over 5 years. The multi-stage upgrade has created a vibrant public space that celebrates the town's character, encouraging more activity and improving links with other parts of the town centre. The final stage was a significant increase in project size and complexity compared to previous stages, comprising $8,200,000 of the total contract price.
The scope of works included the entire demolition of the existing streetscape, contamination remediation, civil works, significant stormwater upgrades, service relocations, new electrical services, complete roadway and intersection reconstructions, new asphalt pavements, clay brick paving, custom street furniture, exposed aggregate concrete planters and pavement, optical fibre, a large-scale projector, electrical infrastructure, and the installation of mature palm trees and irrigation.
Substantial stakeholder management was essential due to the extent and complexity of works. A staged construction delivery was required to accommodate traffic and pedestrian management as well as maintaining business access and minimising the impact on trading for the duration of the project. The site also contained significant soil contamination that had to be removed and remediated as the works progressed.
Stormwater works through Albert Place added further complexity, which resulted in a complex redesign for construction as well as significant electrical, communication and water service relocations to accommodate the new system. The system tied into a major gross pollutant trap adjacent the beach, which needed to be installed during winter to accommodate an accelerated programme, resulting in significant dewatering and temporary engineering in conjunction with EPA liaison to ensure all relevant safety and environmental procedures were being adhered to.
Outside Ideas completed the final stage of this project six weeks ahead of schedule, ensuring the precinct could open prior to the busy holiday period in late 2022. Since completion, the project has won several South Australian landscape architecture awards.
